The Complaints Office (aided by expert consultant(s)) conducts an initial eligibility assessment. However, this assessment is reviewed by an Eligibility Committee, which ultimately decides eligibility. This committee includes the Complaints Office and representatives of several ADF management departments. (pg. 4)
