Description

On 28 September 2016, the EIB Complaints Mechanism (EIB-CM) received a complaint concerning the Reventazín Hydroelectric project. The complainants are the owners of the Lancaster Farm, a 190 ha property located within the area of influence of the project. Lancaster Farm comprises various types of land uses, including two protected wetlands (‰ÛÏthe Lancaster Lagoons‰Û). The Lower Lancaster Lagoon is separated from the Reventazín River by an approximately 70 m high slope. The complainants have presented four main allegations: (i) non-compliance with the Banks standards concerning nature protection; (ii) failure to reconstruct the Mesoamerican Biological Corridor; (iii) non-compliance with the obligation to remove the vegetation from the reservoir area; and (iv) failure to conduct land acquisition in line with the Banks standards. The project consists of the construction of a new 305.5 MW hydroelectric plant with a large dam and a medium-sized reservoir on the Reventazín River in Costa Rica. The project is expected to contribute to climate change mitigation and security of electricity supply by providing hydropower to meet increasing demand for electricity in Costa Rica and the region.
