Description

In August 2015, the EIB-CM received a complaint concerning social, environmental and planning aspects of the construction of a two-level intersection and a pedestrian bridge in Sofia. The complaint pertains to the project "Sofia Municipal Infrastructure" which concerns the financing of the rehabilitation of three of the main traffic nodes of Sofia’s road network through the creation of two-level intersections. The complainant alleged that the project had a negative impact on air quality in the area and increased the level of pollution and noise and that therefore the project should have been subjected to an Environmental Impact Assessment. According to the complainant, the planning of the construction of the intersection was based on insufficient information; besides, potential interaction between the intersection and public transport were not taken into account and the project does not comply with the Spatial Development Plan. Finally, the complainant took the view that the situation of residents and vulnerable groups such as persons with disabilities was not taken into account in the design of the project and the construction of a pedestrian bridge.
