Accountability in Energy Transition Minerals (ETMs) Projects

The rush to mine energy transition minerals (ETMs), vital for the shift to renewable energy, raises concerns about accountability in a sector already rife with social and environmental issues, disproportionately affecting Indigenous and rural communities. And yet, less than one twelfth of complaints in the extractives sector are connected to ETM projects. This article analyzes complaints that allege harm related to ETM projects and proposes three theories why there are not more complaints given the high volume of ETM projects and their associated harm.

Conservation projects embraced by development actors seeking to support biodiversity, climate change mitigation, and carbon market trading objectives must avoid violating the rights of Indigenous People and local communities. The success of efforts to conserve nature depends on respecting and protecting the rights of those already working to defend it. To help advance this important dialogue for climate finance and just transition, Accountability Counsel is co-sponsoring a side event at the 55th session of the Human Rights Council– Clarifying Norms in Conservation and Human Rights– coordinated by the United Nations Environment Programme and the Geneva Environment Network. The event will be held on 8 March 2024, 13:00-15:00 CET.
