Description

In March 2022, the EIB-CM received a complaint regarding the SRWB Water Supply and Sanitation Programme in Liwonde, Balaka and Mangochi provinces in Malawi (the project). The complaint is about the Mangochi component, with some facilities located within the Lake Malawi National Park (LMNP), a UNESCO World Heritage Site for its outstanding biodiversity and landscape value. The complainants are founding trustees of a local NGO that have been active in the creation and preservation of the park as well as citizens of Malawi. The complaints includes multiple allegations, among which: i) non-compliance of the Environmental and Social Impact Assessment (ESIA) with EIB E&S Standards in particular lack of alternative assessment and biodiversity assessment; ii) gaps in stakeholder engagement, iii) failure to avoid the UNESCO heritage site and non-compliance with UNESCO Convention and recommendations by their commission, iv) environmental, social, health and safety issues during construction works.
